Given the state of its test suite, I estimate that it may get to Rec in the next two years. CSS 2.1 also removed some features that CSS2 had, so (as CSS 2.1 suggests) we need to link to CSS2 for those features. The big backwards incompatibility between CSS 2.0 and 2.1 (specificity of the style attribute) does not affect Tiny.
