SVG in HTML5 draft proposal

Hi Team,

As per my action item ACTION-2060 [1] I've converted the Power Point 
slides to a HTML spec-ish document (attached to this email).

Additionally I've added the other ideas we have been throwing around to 
the document.

We should probably commit this to CVS somewhere before we do any further 
edits.

This closes my action item.
