Backgrounds on the SVG root element are handled by defining that the root `<svg>` element (or an `<svg>` element that is child of HTML elements) has a CSS layout box, with padding, margins, borders, and backgrounds. Long term, I have no problem with expanding support to full backgrounds for text spans and for any SVG element that has a defined box size.
