Re: [svgwg] Define equivalent paths for degenerate shapes

I prefer degenerate shapes having an empty equivalent path. It's the 
cleanest solution to me, given that we have to swallow the complexity 
of non-rendered degenerate shapes in the first place.

@BigBadaboom Why would we pile such a switch onto `vector-effect`?
