The `paint-order` property is currently marked as non-inheritable in 
the [property index](https://svgwg.org/svg2-draft/propidx.html) and as
 inheritable in the [painting 
chapter](https://svgwg.org/svg2-draft/painting.html#PaintOrderProperty).
