The spec reads "This document is intended to be the basis of a standards track document , and therefore defines portions to be normative.". That statement is used in contrast to the XG report which is "entirely informative since it is not a standards track document." Given: a) Moving to a WG is not part of this CGs charter, and b) The leadership has not transitioned to a WG as previously agreed [1], these intentions are disingenuous. I suggest we either remove these intentions or add a transition to a WG in the charter.
