Andrew Downes, Jason Lewis, Ryan Smith and a few others have been doing
some good work on defining how it might be possible to transport badges
within xAPI "activity streams." (These streams are essentially collections
of statements like "<entity> <verbed> <object>", or in this case, "Nate
earned Badge #5" They have requested that the Open Badges specification
host a couple definitions with our specification, so that distributed
Learning Record Stores can reference our definitions of what badges are and
what verbs are associated with badge activity.

initial stab at making this happen. I'll be putting in a couple more
updates when I have the chance to respond to some feedback from Andrew and
Ryan, but I didn't want to hesitate any more before bringing this up before
our specifiation group.
