schema binding tests now here

Lines 153-158 added to W3C CVS version 1.5, no other changes.
Kumar, the test cases are all in COSMOS CVS already.  They were excluded 
from the test plan because they were being willfully excluded in a 
properties file, probably because their JUnits were not successful at that 
point in time.  The JUnits run now so I un-excluded them in my workspace, 
and will get that integrated into COSMOS "sooner or later"... the timing 
is not terribly critical on that because they only refresh the test plan 
on iteration boundaries, and the next iteration build is some time in Feb.
