When was the decision made that SML references *are* scheme instances? (I must have missed that meeting.) This decision changes my thinking on Issue 5388, which I just entered an hour before I got this posting. In SML 5.3.3, shouldn't "target-complete URIs" be "target-complete identifiers" in the 2nd & 3rd items? :-).
