Ginny, just a quick editorial comment. I think the sense of the first sentence is: The processor MUST start Schema-Validity Assessment with no stipulated declaration or definition at the document root element. rather than perhaps implying that the root element has no declaration or definition. (That's the way I read it the first time, and then had to say to myself, "That doesn't make any sense", and I had to reread the sentence to get the "with" closer to the thing it is modifying.) Your call if you want to change it.
