changes required for sending the draft to the webmaster

I have made the following changes so that we can send the draft to the webmaster for publishing as soon as the last bug fix has been checked in.
1.      Changed the status to 'wd' from 'review' and updated the second draft publishing date. This way the generated html now has the correct relevant info.
2.      Changed 'first public working draft...' to 'second public working draft...' in both specs.
3.      Added a 'Previous version' link.
4.      Ran the pubrules checker and fixed most of the issues reported. There are a few ones remaining (end tag present when tag not open) that I believe is a bug in the checker. I checked some of them manually and they seem to match. This type of errors were present even for the first draft when we published.
