Now  I am not sure why this bug was opened by you in the first place. Do you want to explain the issue behind this bug and propose a resolution?

disagree.  the new text would for example prevent the recognition of newly defined reference schemes as smlif inter-document refs, even if based on URIs, w/o a commensurate update to SMLIF.  There is a significant difference between excluding a specific case and excluding all other cases.  Substituting MAY for MUST NOT would make it ok if you feel the need to make an explicit stmt about other ref schemes, but you might still need the exception for wsa:address.

This is an attempt to instigate resolution for this bug.  Here’s a proposal to resolve the bug

The last para in  3.4.2 Definition of inter-document references in SML-IF

Should be changed from

SML-IF Consumers MUST interpret xsi:schemaLocation hints and sml:uri content used as SML reference schemes as inter-document references. SML-IF Consumers MUST NOT interpret wsa:address content as inter-document references.

To

SML-IF Consumers MUST interpret xsi:schemaLocation hints and sml:uri content used as SML reference schemes as inter-document references.  SML-IF Consumers MUST NOT interpret any other content as inter-document references.
