[Bug 4638] Conformance section needed

Changed the lists in the section to ordered lists so the items are numbered.

The terminology in section 2.2 doesn't exactly match suggested change for
'document'. I think we should  make the change suggested by Kumar (the 2nd #2)
but  the terminology section should also be updated to say "instance document"
and "definition document".
