While I would agree that a sufficiently constrained reference scheme definition, one that defined the protocol binding used to interact with the service providing the document, would constitute a candidate for an interdocument reference, I don't believe we have determined how such a binding is to be provided. I would go further: the epr scheme MUST provide a means to indicate the protocol binding (so that the message over the wire can be constructed from the scheme), and thus any epr reference could be specified as an interdocument reference!
