Currently, Schematron assertions are allowed only on top-level element
declarations and type definitions. Some members of the WG are puzzled by
this and suggest that it is insufficiently motivated as part of the design.
We need to consider whether to retain this restriction. There may be
some interaction with the rule that Schematron constraints must be
inherited across restrictions of enclosing complex types.
