[Bug 4781] Make sml:uri tag have plain URI and do the same in the EPR example in the address tag. removing EPR reference parameters.

The samples have been updated to make use of full URI.
The comment regarding the removal of the EPR reference parameter should be
addressed in defect 4637 once a decision is made on the EPR usage

Closing this defect as fixed
