Absolutely Kirk, let's get things rolling in email first.  Simple(r) stuff 
that can be so resolved, is then "done" (ready for drafting, etc).  In 
more complex cases, we do what seems pragmatic via email and use the very 
limited f2f time as parsimoniously as possible.  Minimally, having the 
bits of research collected will allow people to walk in with the right 
things in wetware cache should we need to allot time in a telecon or f2f.
Needless to say, if we rely solely on f2f and telecon time to do all the 
work necessary to move from "open issue" to agreement on every issue 
raised, even our charter schedule is a bad joke.

As per John’s suggestion in item #6 below, I claimed ownership of three 
bugzillas this morning (I’ll thought I would get the ball rolling):
 
4637: EPR Scheme
4684: sml:keyref referencing xs:key/unique
4775: Change skip to lax in wildcards.
 
Should we be “instigating discussion” before the F2F—like in the next two 
days?
 
I don’t know if these are my “favorite” bugzillas, but they are one that I 
think I can fairly quickly instigate a discussion.

   containing some alternatives and their proposal "real soon" so ideally

   DO NOT use tools that significantly change the source html, like Word,

   Those tools make compare tools to sanity check the scribe's edits
