Scribe List for Friday meeting

I was asked by one of our "regular" scribes to set up a scribe list 
similar to what is used by AGWG.  I set up the Scribe List wiki 
<https://www.w3.org/WAI/GL/task-forces/silver/wiki/Scribe_List> page, 
added it to home page of the Silver wiki 
<https://www.w3.org/WAI/GL/task-forces/silver/wiki/Main_Page>, and 
updated the meeting information at the bottom of main page.  I included 
links to the Silver scribe page and the canonical scribe information 
from W3C (every group seems to write their own scribe page, so these are 
the official links from W3C staff).

Please sign up for the weeks that you want to scribe, or you can add 
your name to the exempt list.
