RE: Where can one see a list of Silver guidelines being worked on / proposed

Sailesh (et al.), the best place to track all that you mention is available from main Silver wiki page at:

Speaking personally, I would say that the best way to propose something new is to participate on one of the Sub Groups (details available from that wiki page).  Of course, that might represent more of a time commitment than one is hoping for, but there is still quite a great deal of sweat equity at this stage!  The First Call Public Working Draft is expected out before the end of the calendar year, so that will also be a great opportunity for comment.

Please can you point me to a list of Silver guidelines / outcomes under development / proposed other than the one in the WCAG 3.0 draft?
The Outcomes spreadsheet (Sept 2020) does not seem to contain these.
And how does one propose  a new guideline / outcome?
