Sailesh (et al.), the best place to track all that you mention is available from main Silver wiki page at: http://w3.org/WAI/GL/task-forces/silver/wiki Speaking personally, I would say that the best way to propose something new is to participate on one of the Sub Groups (details available from that wiki page). Of course, that might represent more of a time commitment than one is hoping for, but there is still quite a great deal of sweat equity at this stage!
