The handbook - and the Handle Resolution spec - clearly distinguish between the Handle protocol (part of the spec) and a proxy server (a commitment of the IDF and CNRI aimed to, but not guaranteed to exist in perpetuity). That said, it would certainly be great to have a LSID User's Manual, and to have a central proxy server advertised to work in perpetuity.
