Here is a link to the message I sent out last year regarding handling URNs in concatenated URL forms: http://lists.w3.org/Archives/Public/public-semweb-lifesci/2005Apr/0010 This approach only works if it is explicitly agreed that URN's need to be accompanied by a handler URL.
