I believe so but perhaps it requires some discussion again. I recall we had discussed this at some length at the outset of the BP development. A Best Practice isn't necessarily the same as a generally accepted (i.e. popular) pattern and practice. I think this has brought about some confusion - for example, if it's not being used is it a best practice? I believe that we are promulgating a standards-based approach as a best practice - full stop. The reality is that some of the standards that we are promoting in the BP are not (at least yet) generally accepted. The goal of the BP should be to ensure that these standards are more widely deployed/employed.
