James, The text under that heading identifies: two main types of duplication: 1. similar or identical metadata available from multiple publishers 2. similar or identical metadata from the same publisher, available in more than one place The example given is of the first one - where two organisations have published similar metadata about the same dataset. Your comment is in respect of the second one. My input to the project on this question was a bit technical, encouraging the use of rel="canonical" so that 'secondary copies' point to the main one, and shouldn't be indexed by mainstream search engines. Interestingly, the "Data Discoverability" project that created this guide also had one looking at portals (led by BGS), and that seemed to be heading towards the conclusion that "best" was a single repository of metadata, with multiple interfaces satisfying different kinds of users. As data.gov.uk sets out to duplicate metadata (it harvests metadata from other sources), should the result of the report be the scrapping of data.gov.uk (which is, despite its name, a metadata catalogue)? I honestly can't see why the duplication of metadata (the same metadata in different locations) is somehow bad practice. Don't we want to advertise our data as widely as possible by ensuring the metadata is in as many catalogues and indices as possible. Isn't the aim here Search Engine(s) plural harvesting the data. The duplicated metadata points to the same source of data. The catalogue or search engine results page isn't the source of the data; it's no different from finding the same car product in a search using Bing, to one in DuckDuckGo; that's what we want.
