Regarding the use of VoID together with DCAT(-AP) there was an interesting thread on public-lod [1]. There were several suggestions, one being to use dcat:Dataset for the abstract notion of dataset (analogous to frbr:Work), void:Dataset for specific specialisations of the dataset (MARC 21, RDF, ...) analogous to frbr:Expression and then dcat:Distributions for the things you can download [2].
