[BP] Next WD release

Hi all, especially those who are contributing actively to the next BP working draft release;

Since we want to vote to release the next working draft of the BP on the 20th of March at the f2f meeting in Delft, the current draft will be *frozen* on *Wednesday March 15*. So, there's your deadline.

This gives people time to read it in stable form before voting.
