final version of coverage docs - advice on process?

We have now addressed all the remaining issues on the coverage json doc in
the latest editor's draft: http://w3c.github.io/sdw/coverage-json/

Should I initiate a vote via the mailing list to agree the publishing of
this?

Anything else we need to do on it?

The same will apply for EO-QB and QB4ST docs. I'll check today whether
there are any final things to do on those.
