I’m not too worried about whether actuable properties are all observable or not.
But I want us to be clear that the set of non-observable-properties is not the same as the set of actuable properties.

It may be perverse design, but i see no reason why an actuable property needs to be observable - "turn the light on" does not imply you can ask "is the light on?".

maybe we a specici actuable property class, need a statement to say that observable and actuable properties are _not_ disjoint?

@all - what are the implications of there being no axioms that allow us to tell whether an instance of a ssn:Property is an instance of sosa:ObservableProperty, unless this is the explicitly declared type? Would a reasoner conclude that all ssn:Property instances are sosa:ObservableProperty, or they are not, or safely just ignore the possibility they are?

Non-observable-properties are a different subset altogether.
The examples I originally gave include Name, Price, Owner, and then there are things like ScheduledServiceDate, CatalogueNumber … These are properties that are not inherently observable by sensing or simulation.

(I don’t accept the “reading of a name-tag” as being a making-an-estimate-of-the-name kind of sensing activity – which Kerry proposed, I think light-heartedly.)

Please add pros, cons, or other solutions.
Please modify the definitions if necessary.

This is related to ISSUE-87 and a solution to this issues shall be voted during the next call.
