+1 for the rough proposal (my only doubt is how much the full+ DUL 
alignment profile will be developed) and +1 for you proposed ACTION ! 
Like Kerry (and I think Raul), I'm also pledging for a concrete proposal 
to evaluate, where beyond general intent, we work on an ontological term 
basis, i.e., each concept and property has its complete definition 
machine encoded in SOSA, SSN, etc since the devil is in the details. I 
think that the recent work from Simon, Phil and Rob go in the right 
direction for this.
