My intention is the latter: a report on best practice as far as we have figured out now. I think it will be a useful exercise to write up the state of our knowledge and the gaps we see. A description of the process should also be present in the paper I think, but not be the focus. Any suggestions for a title? I usually come up with the title last, but some people are good at doing that up front. One important issue we probably have to work out early on is whether this is a report on the process of getting towards a best practice recommendation (this is what the title currently implies) or a report on best practice.
