BP document now has 'drafty' Table of Contents

Following discussion during today's teleconference, the Editor's Draft of
the BP document has now been updated.

Please feel free to (or even 'compelled to') provide comment, critique and
alternatives.

You can't currently raise ISSUE in the GitHub repo. Why not use this email
thread for now.
