I agree SVG is interesting technology, and is already widely used in mapping - Lets just be careful however as, quoting the charter... "The Spatial Data on the Web Working Group must be mindful of the needs of front end Web developers, however, it will not develop any geospatial or map rendering technologies." So pointing to good working examples as a potential best practice is a good approach.
