A layered ontology for coordinate systems does not have to ignore geodetic
science. Geodetic considerations can come in to play at a certain level of
generalisation. The nice thing is that certain generalisation levels can be
used for certain applications: horses for courses.

We are talking about spatial data on the web. That may include
non-geographical data. For example geometry of cancer cells on a microscope
slide, or the location of a set of keys with regard to the floor plan of a
building. Those kind of data need references to a CRS too. Which will
probably not be the default CRS we are thinking of (I assume the default
CRS will be earth based), but it would be nice if those CRSes can make use
of the same semantic CRS framework. That should provide some level of
interoperability between different kinds of spatial data.

I don't know if an ungeodetic CRS is the best candidate for a default CRS,
but at least it would be nice to have the option of using a CRS with just
the right generalisation level.
