Judging from the comments on that bug it sounds like for shared buffer/views we
want an explicit opt-in and use the reference model (coupled with prose).

That suggests something like [UnsafeReferenceAndShared] BufferSource. Or indeed
two attributes, but that seems a little odd since you could never use
[AllowShared] on its own.
