This is the same as the previous Level 1 WD (well, same differences, as the proposed CR doc is with the latest modifications to the edcopy, like with Date removed.
So same as http://heycam.github.io/webidl/ with maplike, setlike, [ImplicitThis], [Unscopeable], RegExp, FrozenArray and LegacyArrayClass removed.

Note that the goal is not to produce a document to be used for implementors of WebIDL (who should follow the edcopy), but a reference of what is implemented at the time of its publication for writers of other specifications (and the SoTD has a paragraph about this, it may be clearer or more visible), so the goal is not to produce a “perfect” REC, as it will be superseded by a new Level in the future, and always by the edcopy.
But yes, it would be good to have a list of the roadblocking issues.
