Because a majority of UAs implemented it as HTMLCollection.

Blink already has changed it.

WebKit's NodeList doesn't match DOM3's NodeList.  It behaves a lot more 
like HTMLCollection in various ways.  All this is discussed to death in 
the www-dom archives.
