Web IDL Java language binding split out

At TPAC we discussed splitting out the Java language binding from Web 
IDL, since it would otherwise impede the advancement of the document. 
I've done this now:

   http://dev.w3.org/2006/webapi/WebIDL/
   http://dev.w3.org/2006/webapi/WebIDL/java.html

I'm happy to continue update it until Web IDL itself is stable, at which 
point we should probably publish it as a Note.
