[NAUR] clarification and development of Scope section

Dear colleagues,
I have proposed text that is intended to clarify the scope of Natural Language Interface Accessibility User Requirements, reflecting the content of the document as well as what seems to be a reasonable approach to circumscribing the issues covered.
