XML schema 1.1 datatypes

As we have seen in the discussions about datatypes recently, there are
many unclarities and ambiguities in the XML 1.0 datatypes specification.
 Since we refer to that specification, we inherit these unclarities, and
so our semantics in many cases not well defined.
I propose to change all references of XML schema 1.0 datatypes to XML
schema 1.1 datatypes.  The only potential drawback I see is that XML
schema 1.1 datatypes is not yet a recommendation (they are currently in
last call).  But I do not believe that this is a serious problem for us.
 I believe using XML schema 1.0 datatypes is a far bigger problem.
