I hesitate to suggest this given how much work has gone into it but I 
wonder if we should drop section 6.2 of SWC?

The OWL working group is developing an OWL-R fragment which is 
implementable using rules and will presumably have normative status. It 
is potentially confusing to have RIF generate an Informative OWL DLP 
embedding which is similar but not identical.

Thoughts?
