The proposal, as I understand it, is to publish a new draft of "RIF
Core" which is just a note forwarding people to BLD. Otherwise, people
looking at Core would have no indication that there is newer work.
Here's the text I've drafted:

RIF Core Design - Placeholder
Abstract:
This document is a placeholder. The [13]Rule Interchange Format
(RIF) Working Group has decided that the design previously published
as "RIF Core" ([14]30 March 2007 draft) is better considered as
basis for Logic Rules, rather than all kinds of rules. In the
future, a new Core may be published, but for now, interested parties
are referred to [15]RIF Basic Logic Dialect (BLD).

This document is a placeholder. The design specified in the previous
draft of this document ([24]30 March 2007 draft) was intended to
serve as a core, common to all RIF dialects. The Working Group has
since decided not to use that design as a core. That design has been
renamed and improved and is available as [25]RIF Basic Logic Dialect
(BLD). There is also a publication, [26]RIF RDF and OWL Compatibity.
At the time of this publication, it has not yet been determined
whether or not a new design for RIF Core will be published in the
future.
