RE: comments on Editor's Draft of UCR

Hi David,

Actually there was a substantial revision of the use-case even after
the rewrite in the thread you dug up.  So it could be that the part of
the use-case that dealt with labels got deleted.  In fact, I seem to
recall that one of the uses of labels was to tag rules of the sort that
required human-input.  But I am pretty sure that aspect of the use-case
was deleted.
