What about this: This informality shall not lead readers to the conclusion that rules can perform arbitrary actions in the real world. It is beyond scope of the RIF WG to define the power that rules have in implemented systems, or whether the effects of these rules are to be processed and ultimately decided upon by a (human) agent. RIF focusses on the exchange of rules to cater for both, automatic and semi-automatic processing of rules. Peter?
