[IRF][UCR] Some more modifications to the CSF diagrams

Frank,

During the telecon today, we decided to release the 2nd WD with three 
edits on the CSF/requirements diagrams (among other modifications):

- On the "alignment with key W3C specifications" CSF diagram, add the 
XML syntax" requirement (in support to the CSF); it is already listed in 
the text; the discussion about whether or not it supports other CSF have 
been moved to the list of so-called "document issues";
- On the "Encouragement of Interoperability" CSF diagram, remove the 
"compliance model" requirement; whether or not that requirement does 
support that CSF has been moved to the document issues;
- On the "Encouragement of Interoperability" CSF diagram, edit the 
"Limited number of dialects" label (currently reads "LImited...").

Since you are the Master Of The Omnigraffl, those are action items for 
you :-)
