I went ahead and moved everything (including Paula's requirements) over to

http://www.w3.org/2005/rules/wg/wiki/UCR

after doing a diff just to make sure nothing had changed.

So http://www.w3.org/2005/rules/wg/wiki/RIF_Use_Cases_and_Requirements
now just points to the new one.

I wrote a program to turn a set of wiki pages into a W3C-style document.

So
  http://www.w3.org/2005/rules/wg/wiki/UCR

is now used to produce documents like 

  http://www.w3.org/2005/rules/wg/ucr/draft-20060213

This particular "Editor's Draft" has not actually been blessed by the
editors, it's more like a demonstration copy.

I expect to make the program available as a web-based service shortly,
so people can see their changes reflected immediately.

Probably the most important thing is the re-org of the "RIFUCR" pages
into hierarchical subpages based under the page named above.  It's a
wiki trick that should make the names more manageable.

(Paula, do you want to make your changes to wiki/UCR?  I put
a note at the top of 
http://www.w3.org/2005/rules/wg/wiki/RIF_Use_Cases_and_Requirements
but perhaps it wasn't prominant or clear enough.  I can move the changes
over for you, if you prefer.    Actually, I suppose the changes go into
