IMHO: RIF and WE-Choreography are orthogonal (RIF could be a payload between choreographed web services). For rules that assist with choreography decisions (eg load balancing, QOS, content-based routing etc) there is no (special) interchange requirement. In particular, the "RDF and OWL" reference might well logically be updated to include RIF -- I think it's really about W3C semantic technologies (where there's an empty spot on the shelf, waiting for RIF).
