CURIEs safe for now

The HTML Working Group chairs have made a decision on ISSUE-120 (whether
or not to remove CURIEs from HTML+RDFa):

The decision was to keep CURIEs - that is, no specification change is
required.

There has already been a Formal Objection raised to the decision:
