The HTML Working Group chairs have made a decision on ISSUE-120 (whether or not to remove CURIEs from HTML+RDFa): http://lists.w3.org/Archives/Public/public-html/2011Mar/0689.html The decision was to keep CURIEs - that is, no specification change is required.
