There is currently a distinction made between prefixes and terms in the RDF API. The assumption is that this same distinction will be made in the RDFa API. The RDFa WG should determine whether this distinction makes sense in the RDF API and if it doesn't collapse the two concepts into one concept. The RDFa WG should also determine whether or not collapsing the two concepts into one concept will cause confusion on the part of RDFa web page authors and RDFa developers.
