Resolutions
 1. Modify RDFa Core, @vocab MUST NOT affect CURIE processing - accept
    Shane's proposal for resolving this issue.
 2. The RDFa Core spec, in the XML+RDFa section should suggest that
    RDFa attributes are placed into the null namespace. Host Languages
    are allowed to place the RDFa attributes into a different
    namespace.
 3. Adopt the text that Shane specified above changing the MUST to a
    SHOULD: For backward compatibility, RDFa Processors SHOULD...
