RDFa API base & uri resolution

Hi All,

Just a quick heads up that it looks like we may be missing some "set 
base" and resolve URI/IRI functionality in DataContext or as a param on 
the parse/process methods, given that the API has no way of knowing the 
correct base for the document being parsed, and that the document may 
not have a base set, and similarly may (when working in a browser) may 
not be the document in the main context.

Will finish implementing DataContext and a parser then make a proposal.
