I think this issue is fairly non-contraversial. RDFa 1.0 and 1.1 both do/should require that XML literals are generated when the datatype URI is <http://www.w3.org/1999/02/22-rdf-syntax-ns#XMLLiteral>. However, the RDFa 1.0 rec was a little ambiguous as to whether this only happened if the @datatype CURIE was literally "rdf:XMLLiteral", or whether "xyz:XMLLiteral" also worked assuming that "xyz" was appropriately bound. The RDFa 1.0 test suite makes it clear that "xyz" or anything else you like should work.
